Community Heart & Soul is a resident-led movement designed to help Colonial Beach and its surrounding area (22443) grow while preserving the unique charm that makes our town home.
It’s a process rooted in storytelling, where we listen to our neighbors to identify what matters most, from our shared traditions to our scenic shorelines. By focusing on these core values, we ensure that every future decision is transparent and driven by the residents themselves.
This isn't just about a plan; it’s about a shared vision for a vibrant, welcoming future where every voice contributes to the story of Colonial Beach.
Our Four Phase Process

Phase 1
Our Heart & Soul teams were formed to foster community awareness and invite every neighbor to help shape our shared vision.
Phase 2 (Current Phase)
CONNECT
We gather stories from residents to create Heart & Soul Statements that capture what matters most and reflect what people love about their town.
PLAN
Phase 3
Residents create action plans to guide future town planning, aligning them with their Heart & Soul statements.
Phase 4
ACT
These Heart & Soul Statements are officially adopted by our local councils, weaving our shared values into the fabric of town planning and ensuring that every future decision reflects the heartbeat of our community.
